As agentes da Polícia de Segurança Pública e as limitações de progressão na carreira policial

Abstract

O presente estudo aborda a temática da mulher no trabalho, na Polícia de Segurança Pública e a conciliação da sua vida familiar com a vida profissional. O primeiro impulso para a escolha do tema foi o facto de ser muito parca a investigação neste âmbito, tendo como universo as mulheres polícias, aliado ao facto de estarmos perante uma população com características muito particulares.

Como são estruturadas as carreiras profissionais das mulheres que ingressam na Polícia de Segurança Pública? Este é o nosso principal problema de investigação. Assim, através de um inquérito por questionário enviado, por via postal, a uma amostra de elementos femininos com funções policiais, distribuída pelo território nacional (continente e ilhas), quisemos obter a resposta ao problema levantado. Procurámos saber quais as razões que as impedem de progredir na carreira profissional, quais as expectativas que tinham no início da vida profissional relativamente à mesma e quais as suas limitações para o conseguirem.

Os resultados obtidos indicam-nos que um grande número de mulheres escolhe exercer funções em serviços de tipo administrativo, com horários das 9 às 17h e fins-de-semana livres. A sua remuneração é igual à dos seus colegas homens em funções iguais. São uma maioria significativa as que nunca concorreram aos cursos de promoção. As razões que as levam a não concorrer prendem-se com questões familiares e o facto de poderem ser deslocadas quando das promoções. No regime em que trabalham não têm dificuldade em conciliar a vida familiar com a profissional.

Trata-se de um estudo exploratório com o objectivo de poder ser aprofundado em futuros trabalhos de investigação.

ABSTRACT: The present study leans over the theme of Women at work, at the Public Security Police, and the conciliation between their family live and their professional life. The first impulse for the choice of this theme was the lack of investigation in this area concerning the universe of the police women, linked with the fact of facing a very particular population.

“How are police women’s Professional careers structured?” This is our main object of investigation. Therefore, through a mail sent survey to a segment of female elements with police functions, throughout the national territory (continent and islands), we wanted to know the answer to this question. We tried to know the reasons that prevent them for proceeding in their professional career, what expectations did they have on the beginning concerning their professional career and what were their limitations.

The results obtained indicate that a great number of women perform functions in administrative-like services, working from 9 to 5 and with the weekend off, by their own choice. Their income is equal to their male colleagues in equal functions. A significant majority never applied to the promotion courses. The reasons that prevent them from applying are related to familiar questions and the fact that they can move to another place if they are promoted. They have no difficulty in conciliating professional with familiar life.

This is a primary study with the purpose of being used for further investigation work.
