Bibliotecas escolares : planificar para gerir, gerir para inovar

Abstract

Se hoje em dia é consensual que a BE é um pré-requisito essencial para que a escola disponibilize um ensino de qualidade, na prática, a realidade nem sempre é esta. É preciso mudar conceitos, atitudes e procedimentos em relação ao ensino em geral e às bibliotecas escolares em particular. A instabilidade que caracteriza o contexto escolar e as funções múltiplas exigidas, hoje em dia, às entidades documentais são responsáveis pela alteração do seu conceito, tendo estas agora que ser olhadas como um processo em contínuo crescendo. Neste palco complexo, a chave do sucesso é a estratégia e é partindo desta premissa que reflectimos, neste trabalho, sobre a gestão da biblioteca escolar. O pensamento estratégico permite abordar, numa perspetiva diferente, os recentes contextos das bibliotecas escolares do séc. XXI, exigindo uma nova postura do professor bibliotecário e da sua equipa relativamente à liderança e à gestão das entidades documentais. A esta nova atitude face à liderança e à gestão estão associadas três componentes essenciais: gestão estratégica, planeamento estratégico e comunicação. Os dois primeiros elementos permitirão conceber a biblioteca como um processo global, eficaz e eficiente; a comunicação possibilitará que a BE se dê a conhecer, seja compreendida e projete o seu valor, constituindo-se, portanto, como uma ferramenta poderosa ao serviço da sua missão. Estamos cientes que a gestão estratégica, como processo contínuo de decisão que integra e se apoia ciclicamente em várias etapas e processos, é determinante para um novo posicionamento da biblioteca escolar no contexto escolar, quando aliado ao desenvolvimento do pensamento estratégico por parte do professor bibliotecário. Neste sentido, procurámos partir de uma reflexão de cariz mais conceptual para uma análise de alguns documentos orientadores do trabalho de um conjunto de bibliotecas escolares da região do Alentejo.

Currently it is assumed that the school library is essential for schools to offer quality in teaching and learning; but this is not what really happens sometimes. It is still necessary to change some concepts, attitudes and practices concerning the teaching process and also about school libraries. The instability that characterizes the school context and the multiple tasks demanded, nowadays, to the libraries are responsible for the changing of its concept, which means that libraries are now considered as a continuing developing process. Taking in consideration such a complex stage, the key word for success is strategy and it is starting from this premise that we have reflected, in this work, on the management of the school library. The strategic thought allows to approach, in a different perspective, the new contexts of the twenty-first century school libraries, demanding to teacher librarians and their teams a different attitude concerning leadership and SL management. Considering this new attitude towards leadership and management there are three essential aspects to be taken under consideration: strategic management, strategic planning and communication. The two first elements will allow a better understanding of the School Library missions and the importance of efficiency and effectiveness; communicating will give Sschool libraries the possibility to reveal themselves, in order to be understood and to widen their value. Being aware of the strategic management as a continuing deciding process that includes and supports different stages and processes is a major goal in the new school context. If we want to increase the links between the school library and the learning process, teacher librarians have also to develop strategic thought. Taking these aspects in consideration, we have started with a more conceptual discussion which we have linked with an analysis of some guiding documents of a set of school libraries in the region of Alentejo.
