Cultura e política no Brasil: contribuições para o debate sobre política cultural

Abstract

Neste trabalho analisa-se como a relação entre Cultura e Política tem se estabelecido no Brasil. Identificamos, num breve panorama histórico, as ações do Estado brasileiro voltadas ao planejamento e à implementação de ações no âmbito da cultura. Especial atenção foi dada ao período do regime militar. A partir do exame da atuação governamental no âmbito da cultura nesse período, é possível evidenciar a existência de um planejamento estratégico que foi desenvolvido ao longo dos vários governos militares, bem como identificar três formas principais de atuação: censura a determinado tipo de produção cultural, investimentos em infra-estrutura e criação de órgãos estatais voltados a formular e implementar a política cultural oficial. Finalmente, mapeamos os desdobramentos de tais ações para a produção cultural no período subseqüente ao regime militar, quando se intensificaram na sociedade brasileira os debates sobre as formas de atuação do Estado na seara da cultura, especialmente em dois pólos principais: “cidadania cultural” e leis de incentivo à cultura.

In this paper the relationship between Politics and Culture and its development in Brazil is analyzed. In a brief historical view the actions and planning of the Brazilian government towards culture were identified. Special attention was devoted to the period of military dictatorship. From the analysis of the government performance in the cultural space during that period it is possible to find strategic planning which was developed during several military governments, as well as to identify three main forms of action: censorship to certain type of cultural production, investment in infrastructure and creation of state organs concerned with formulating and implementing the official cultural policy. Finally the unfolding of such actions for cultural production in the period just after the military regime were mapped, when debates about the role of the state in the field of culture were intensified amidst Brazilian society, especially in two main areas: cultural citizenship and culture stimulating laws.
