A indústria farmacêutica da América Latina: um estudo comparativo

Abstract

O propósito desta dissertação é examinar, sob diversos aspectos microeconômicos, as mudanças da estrutura industrial e comercial da indústria farmacêutica dos principais países da América Latina. Argumentamos aqui que o estudo, em perspectiva microeconômica, tem um papel importante e, com frequência, negligenciado na explicação do fenômeno da mudança estrutural, posto que a leitura estritamente macroeconômica bloqueia a nossa capacidade de compreender as alterações produtivas, tecnológicas e institucionais que estão acontecendo na sociedade e também na identificação de uma agenda de políticas públicas para melhorar o alcance da evolução em andamento. Neste sentido, KATZ e STUMPO (2001) nos recordam que se o diagnóstico setorial for exclusivamente macroeconômico pouco poderá nos surpreender que a agenda de políticas dominantes seja limitada à recomendação do tipo “mais do mesmo”, isto é, aprofundar o grau de abertura comercial, continuar desregulando os mercados e terminar de privatizar tudo o que ainda não foi privatizado. O respectivo trabalho tem por objetivo descrever as semelhanças e divergências nas trajetórias evolutivas recentes das principais indústrias farmacêuticas da América Latina. Com este propósito, este trabalho foi organizado em três capítulos, além da introdução. No primeiro capítulo, são apresentadas as principais características da indústria farmacêutica mundial, associadas à sua estrutura de mercado, marcos institucionais, distinções entre os diversos conceitos de medicamento, os gastos de P&D mundial, etc. No capítulo dois, construímos o cenário estrutural das indústrias farmacêuticas Latino-Americanas – a saber: Argentina, México e Brasil –, respeitando a ordem cronológica dos fenômenos macro e microeconômicos que afetaram os seus desempenhos individuais entre os anos 1990 e 2000. The purpose of this thesis is to examine the microeconomic aspects about many changes in industrial and commercial structure of the pharmaceutical industry of the major Latin American countries. We argue here that the study of microeconomic perspective plays an important role and often overlooked in explaining the phenomenon of structural change, since reading strictly macroeconomic blocks our ability to understand the productive, technological and institutional changes that are happening in society and also to identify a public policy agenda to improve the reach of evolution in progress. In this sense, Katz and Stumpo (2001) remind us that if the diagnosis is purely sectoral macroeconomic little can surprise us that the dominant political agenda are limited to the recommendation of the type more of the same, ie, their degree of trade openness continue deregulating markets and end to privatize everything that has not yet been privatized. Its work aims to describe the similarities and differences in recent evolutionary trajectories of the major pharmaceutical companies in Latin America. For this purpose this paper is organized into three chapters, besides the introduction. The first chapter analyzes the main characteristics of the global pharmaceutical industry associated with its market structure, institutional frameworks, distinctions between different consceitos of medicine, spending R & D world, etc. In chapter two, we built structural scenarios of Latin American pharmaceutical industries - namely, Argentina, Mexico and Brazil - while respecting the chronological order of macro and microeconomic phenomena that affected their individual performances between 1990 and 2000.
