A importância do estudo da teoria crítica das tecnologias na implantação de tecnologias de prevenção de risco ambiental

Abstract

This study aims to verify the importance of the study of politics inherent in the technologies to adopt more democratic risk prevention technologies in the municipalities by (i) researching risks and disasters in the general literature and also the ones involving São Luiz do Paraitinga; (ii) describing the technologies used to prevent risks in this municipality; (iii) structuring the knowledge of the critical theory of technology; (iv) analyzing risk prevention technologies in the light of the critical theory of technology; (v) presenting the findings on the analysis results. To this end, it was carried out an exploratory research using as data collection methods the research on literature and on documents and the case study that took advantage of field research. It was made up the theoretical framework and with the application of interviews describing the characteristics of the disaster occurred in 2010 in São Luiz do Paraitinga and the current technologies to prevent risks from flooding. From the data analysis it was observed that, in general, the technologies in question are operating characteristics and access that make them compatible with democratic politics and community involvement, and also preserving what we call human character. However, their potential can still be exploited and its constraints and limiting characteristics can be overcome. That way, through the study, we could demonstrate significant intersections between studies on risk and critical theory of technology, revealing a large potential of contribution to further development in the future study on the integrated study of these two fields of knowledge. The analyzed technologies represent a particularly benefited portion of the development of this intercom themes. After all, technologies used for the prevention of risk, in essence, its purposes, should not develop in a not humanitarian way

O presente trabalho objetiva verificar a importância do estudo da teoria crítica das tecnologias para adoção de tecnologias de prevenção de risco mais democráticas nos municípios, visando (i) pesquisar sobre riscos e desastres na bibliografia em geral e para o caso específico envolvendo São Luiz do Paraitinga; (ii) descrever as tecnologias utilizadas para prevenção de riscos neste município; (iii) estruturar o conhecimento acerca da teoria crítica da tecnologia; (iv) analisar as tecnologias de prevenção de risco sob a luz da teoria crítica da tecnologia; (v) apresentar as considerações sobre o resultado da análise. Para tanto, foi realizada uma pesquisa exploratória utilizando como métodos de coleta de dados as pesquisas, bibliográfica e documental, e o estudo de caso, por meio da pesquisa de campo. Foi feito o levantamento do referencial teórico e juntamente com a aplicação de entrevistas descrevemos características do desastre ocorrido em 2010 no município luizense e as atuais tecnologias de prevenção de riscos por inundações. A partir da análise dos dados foi possível identificar que, de modo geral, as tecnologias em questão apresentam características de funcionamento e acesso que as tornam compatíveis com políticas democráticas e de envolvimento da comunidade, e, também, preservando o que chamamos de caráter humano. Contudo, ainda podem ser explorados seus potenciais e superadas suas restrições e características limitantes. Desta forma, por meio do estudo realizado foi possível demonstrar importantes intersecções entre os estudos sobre risco e a teoria crítica da tecnologia, revelando um grande potencial de contribuição para pesquisas futuras e posterior aprofundamento do estudo integrado dessas duas áreas do conhecimento.
