Público e privado na educação superior: uma análise da homeopática contrarreforma universitária no Brasil (1995-2010)

Abstract

O presente trabalho teve por objetivo analisar as políticas do governo Lula para a educação superior, tendo como fio condutor os conceitos de público e privado, a partir de análise que abrange a caracterização das políticas públicas, implantadas desde o governo FHC ás do governo Lula. Pretendeu-se apreender as conexões existentes neste período da história da educação brasileira e identificar se as diretrizes da atual política educacional rompem com a lógica instaurada no governo FHC. Procurou-se, então, percorrer os caminhos da reforma universitária no governo Lula, que teve como etapa inicial o envio de Projeto de Lei de Reforma Universitária ao Congresso Nacional, mas que devido à longa tramitação na Câmara dos Deputados, não impediu que o Poder Executivo tomasse uma série de iniciativas relativas à educação superior, que transformou sobremaneira o cenário educacional. A pesquisa de cunho bibliográfico e documental consistiu na identificação e na análise de documentos oficiais, legislações referentes à educação superior, estatísticas concernentes a esse nível de ensino e obras que subsidiaram o exame do cenário político, econômico e social, buscando analisar de que maneira as medidas legais efetivadas para a educação superior, no governo Lula, foram realizadas e orientadas para atender à racionalidade econômica crivada pela lógica mercantil

This study aimed to analyze the policies of the Lula administration for higher education, guided by the concepts of public and private. From the analysis that covers the characterization of the public policies implemented during the Cardoso administration to the Lula government, this study intend to understand the connections in this period of Brazilian education history and identify whether the current educational policy guidelines break with the logic established in the Cardoso government. This paper aims then to follow the trails of the university reform in the Lula government, which have had as initial step the university reform Bill submission to Brazilian national congress, but due to the long processing time at the House of Representatives did not prevent the Brazilian Executive Branch to take a series of initiatives related to the higher education, which greatly changed the educational scenario. The bibliographic and documentary research content consisted of the identification and analysis of official documents, legislation relating to higher education, statistics concerning to this level of education and works that support the investigation of the political, economic and social context, seeking to analyze how the higher education legal actions in the Lula government were held and targeted to meet the economic rationality influenced by mercantile logic
