Força Aérea Brasileira - doutrina e estrutura - da geopolítica do Prata à Amazônia - 1964/2003

Abstract

Como parte da Estratégia Nacional e em conformidade com a Política Nacional que determina o que fazer, a Estratégia Militar molda-se conforme as aspirações e anseios da sociedade de uma nação. O mundo no pós - Segunda Guerra Mundial viveu dois momentos bem distintos com relação à preparação das Forças Armadas e do papel dos militares no contexto político mundial: o bipolarismo político entre EUA e URSS e a dissolução da União Soviética no final dos anos 80. No primeiro, as tensões entre as duas potências proporcionaram uma clara divisão entre o mundo ocidental e o bloco comunista, fazendo com que a corrida armamentista e as desconfianças mundiais refletissem no âmbito regional dos continentes. Com o término da Guerra Fria, a tendência de formação de blocos regionais, não só no campo econômico, mas também na política e segurança, proporcionou o início das conversações entre velhos rivais e o começo da aproximação entre antigos adversários. No cone sul das Américas formou-se o Mercosul, reunindo Brasil, Argentina, Paraguai e Uruguai, sendo firmados acordos que visavam a extinguir velhas desconfianças e demonstravam o desejo de concretização de tornar o Atlântico Sul uma região longe de conflitos armados e de construção de uma plena integração de todos os campos do Poder Nacional (político, econômico, psicossocial e militar). A finalidade desse trabalho é analisar a mudança de percepção de ameaça da Força Aérea Brasileira ocorrida em função das mudanças políticas ocorridas no mundo após o término da Guerra Fria, passando do cone sul para a região amazônica, procurando verificar os movimentos políticos realizados entre os governos brasileiro e argentino de modo que velhas desconfianças fossem eliminadas
