As Centrais Hidrelétricas de Canoas I e II no Médio Vale Paranapanema: história e impactos sócios-econômicos

Abstract

A construção do Complexo Energético Canoas no Médio Paranapanema no início dos anos 1990 gerou uma expectativa de desenvolvimento acentuado nesta região do Estado de São Paulo, considerada uma das mais pobres, ficando atrás somente do Vale do Ribeira. Todavia, a região experimentou um breve período de prosperidade com o início das obras e os investimentos estatais em obras compensatórias que beneficiaram as comunidades dos municípios impactados. A crise que atingiu a economia brasileira nos meados dos anos 90 inviabilizou a continuidade das obras do Complexo Canoas através do modelo estatal, por intermédio da CESP e as mesmas foram paralisadas no inicio de 1995. Este trabalho procura mostrar a frustração de desenvolvimento a partir da construção das usinas hidrelétricas Canoas I e Canoas II que não se concretizou e a adoção de um novo modelo de gerenciamento de Estado que até então era responsável pela construção das principais obras de infra-estrutura. A partir de então, adota-se um novo modelo de gerenciamento do setor energético. No Estado de São Paulo, adota-se a parceria Estado e Iniciativa Privada para viabilizar a expansão do setor elétrico a partir de 1995. Esta parceria permitiu a conclusão das obras do Complexo Canoas no Médio Paranapanema e da usina Porto Primavera no Pontal do Paranapanema. Mais adiante, já sob a ótica de um modelo econômico neoliberal, o governo do Estado de São Paulo privatiza todo o setor energético, principalmente na área de geração de energia. Este novo modelo, principalmente na área energética, mostrou-se equivocado. Sem investimentos, o País teve que conviver no final dos anos 90 com uma crise sem precedentes no setor, que culminou com o apagão e o racionamento de energia elétrica.

The construction of the Energy Complex Canoas in Medium Paranapanema in the beginning of nineties generated a stressed expectation of development in this São Paulo state s region, considered one of the poorest, only superadded by Vale do Ribeira. However, the region experimented a short period of prosperity with the beginning of the building and the governments investments in compensatory works that benefited the communities of impacted cities. The crisis that reached the Brazilian economy in the middle of nineties made impracticable the continuity of the work in Canoas complex by the government model, through CESP and it was stopped in the beginning of 1995. This work intends to show a development frustration from the construction of the hydroelectric energy stations Canoas 1 and Canoas 2 which weren t concretized and the adoption of a new state management model that until then was responsible for the construction of the main infrastructure works. From then on, a new management model is adopted in energetic sector. In São Paulo state, a partnership between state and private initiative is adopted to make possible the electric sector expansion from 1995. This partnership allowed the Canoas complex work conclusion in the medium Paranapanema and Porto Primavera energy station in Pontal do Paranapanema. Straight ahead, under a neoliberal economic model view, the government of São Paulo state privatizes the whole energetic sector, mainly in the energy generation area. This new model, mainly in the energetic area, was shown in a wrong way. With no investments the country had to live with a non-precedent crisis in the end of nineties, what culminated in a blackout, apagão, and electric energy shortage.
