O genocídio de Ruanda e a dinâmica da inação estadunidense

Abstract

O presente trabalho tem como objetivo avaliar os motivos que impediram a intervenção dos Estados Unidos no Genocídio de Ruanda, em 1994. A inação da comunidade internacional diante do conflito gerou grande constrangimento e profundos debates acerca da seletividade nas questões de intervenção humanitária. A proposta da pesquisa é discutir como a partilha da África interferiu nas relações da população de Ruanda durante o período colonial, que acabou por culminar no conflito de 1994 e, posteriormente, como a falta de ação dos Estados Unidos permitiu a continuação dos massacres dos tutsis pelos hutus. Pretende-se avaliar se a inação ocorreu porque Ruanda é um país cujo interesse estratégico e econômico é praticamente inexistente

The present study aims to evaluate the reasons that prevented the U.S. intervention in the Rwandan Genocide in 1994. The inaction of the international community before the conflict has generated a great embarrassment and profound debate about the selectivity in matters of humanitarian intervention. The proposed research is to demonstrate how the sharing of Africa interfered in the relations of the population of Rwanda during the colonial period, which eventually culminate in the conflict of 1994, and later as the lack of U.S. action allowed the continuation of massacres of Tutsis by Hutus. We intend to discuss the omission occurred because Rwanda is a country where the strategic and economic interests is almost nonexistent
