Bolsa família: uma análise dos resultados sob a óptica educacional

Abstract

O objetivo desse trabalho é verificar se há relação entre o recebimento do Programa Bolsa Família (PBF) e o rendimento escolar e sua possível contribuição para a emancipação social das famílias beneficiadas. A amostra desta pesquisa foi constituída por vinte alunos da 4.ª série do ensino fundamental, matriculados em escola pública na cidade de Cascavel – PR, e distribuídos em dois grupos. Um grupo foi composto por alunos que recebem o Bolsa Família (BF) e outro, o grupo controle, composto por alunos que não recebem o BF. Foram entrevistadas as famílias dos estudantes beneficiados pelo Programa e os profissionais da educação envolvidos com os alunos da amostra. Procedeu-se, também, a análise dos históricos escolares com destaque para as categorias média anual e frequência escolar dos vinte alunos. Constatou-se uma melhora na média por série no grupo que recebe o BF. O grupo apresentou, na 3ª série a média de 7.1, média maior do que a do grupo controle que obteve 6.9. As médias individuais do grupo que recebe o BF, em 80% dos casos, obtiveram aumento nas notas na 3ª série em relação à 1ª série. O grupo que recebe o benefício apresenta um aumento de 0.8 pontos, enquanto que o rendimento do grupo controle apresenta uma diminuição de 0.3 pontos ao longo dos três anos pesquisados. A relação da frequência escolar da 1ª para a 3ª série apresenta 50% de casos com aumento e 50% de casos com diminuição na frequência escolar dos alunos do BF. No grupo controle, apenas 20% dos casos apresentaram diminuição na frequência escolar. Conclui-se portanto que, passados cinco anos da implantação do PBF, de acordo com a percepção da amostra estudada, há uma melhora das condições de vida e conseqüente redução da condição de miserabilidade.

This research aimed at checking if there is a relationship among the students who receive the Familiar Development Program named, Bolsa Família (BF) and the scholar efficacy as well as its possible contribution to the social emancipation of some beneficiary families. The sample of this research was composed by twenty students in the 4th grade of elementary school, enrolled in a public school from Cascavel-PR, who were divided into two groups. One group was composed by students that receive the BF benefit and the other, the control group, was composed by students who do not receive BF. The students’ families, who receive this benefit from the program, were interviewed and the education professionals were involved with the sampled students. There was also an analysis of their scholar historical which emphasizes two categories: annual average and the school attendance of twenty students. It was registered a significant improvement in the annual average according to each grade for the group who receive the BF benefit. The 3rd grade from BF group showed an average of 7.1, which was higher than the control group which registered 6.9. The individual average of the 3rd grade group (BF) showed an increase in their marks, in 80% of cases, when compared to the 1st grade of elementary school. The group who receives the BF benefit shows an increase of 0.8 points, while the performance of the control group is 0.2 points over the three studied years. The school attendance ratio between the 1st and 3rd grade shows an increase of 50% of cases and the other 50% ones had a decrease concerning the BF students’ attendance. In the control group, only 20% of cases showed a decrease in school attendance. At last, we can conclude that, after five years of BF program implementation, according to the studied sample perception, there is an improvement on living conditions and a consequent reduction on poverty condition.
