O papel dos conhecimentos e dos modos de vida locais no desenvolvimento sustentável : estudo exploratório sobre o impacto da Reserva Natural das Ilhas Berlengas na Comunidade Piscatória

Abstract

A compatibilização dos objectivos de conservação da biodiversidade, (dos recursos haliêuticos e do meio ambiente costeiro), subjacentes às políticas definidas, com a actividade humana, requer o estudo dos saberes e das práticas da população local. Na presente dissertação pretendem-se construir instrumentos de recolha de informação que permitam perceber o impacte da Reserva Natural das ilhas Berlengas na vida da comunidade piscatória local. Apesar de existir muita investigação sobre os benefícios ecológicos das Reservas na preservação da biodiversidade e na gestão sustentável dos seus recursos naturais, comparativamente, os estudos sobre os desafios e ganhos em bem-estar para as populações locais são escassos1. Esta relação das Reservas e dos seus sistemas, bem como a gestão dos seus recursos não estará completa sem que as dimensões das interacções culturais, sociais e económicas das populações locais com a reserva sejam compreendidas, descritas e se constituam enquanto parte fundamental da estratégia de conservação da biodiversidade e do desenvolvimento sustentável. É neste contexto que se justifica a caracterização social, cultural e económica da população que mais de perto sente a reserva, a vive e é o principal alvo das suas implicações e consequências.

The compatibility of the biodiversity conservation aims and the halieuthic resources of the coastal environment, underlying the policies defined for the human activity requires the knowledge and the study of the local population practices together with their economical needs of life. The following dissertation intends to build up data tools that enable us to gather the required information to understand the impact of the Natural Reserve of the Berlengas islands into the life of the local fishing community. Despite the fact that there is a lot of research about the ecological benefits of the Reserves to preserve the biodiversity and the sustainable management of the natural resources, comparatively, the studies on the welfare challenges and gains for the local population are only a few2. This relationship of the Reserves and their systems, as well as, the management of its resources, will not be completed without the understanding and description of the cultural interactions, social and economic dimensions of the local populations within the reserve. They will also constitute a fundamental part of the biodiversity conservation strategy and the sustainable development. Therefore, it is justified in this context, that in the characterization of the social, cultural and economic population (that feels closer to the reserve, that lives it) and is the main target of the reserve) their implications and consequences.
