O sistema de proteção escolar da SEESP e o professor mediador nesse contexto: análise de uma política pública de prevenção de violência nas escolas

Abstract

Este trabalho consiste na análise de políticas públicas de prevenção e/ou minimização da violência em ambiente escolar, na última década, no estado de São Paulo e, especialmente do Sistema de Proteção Escolar, programa recente da Secretaria de Estado da Educação. Analisa, entre outros, os programas Escola da Família, Comunidade Presente, Prevenção Também se Ensina, Justiça e Educação: parceria para a cidadania. Trata-se de uma pesquisa documental, sendo utilizados para análise, documentos oficiais, leis que regulam os projetos e registros de avaliação das escolas. Apresenta as ações de implementação do Sistema de Proteção Escolar, quais sejam: o Sistema Eletrônico de Registros de Ocorrências Escolares - ROE; os Manuais de Promoção da Cidadania e Normas de Conduta Escolares e a criação da função de Professor Mediador Escolar e Comunitário - PMEC. Este último, objeto deste estudo, iniciou sua função no ano de 2010 e desenvolve ações em aproximadamente cinquenta por cento das escolas da rede estadual paulista, tendo como atribuições prioritárias, a mediação de conflitos no ambiente escolar, o desenvolvimento de projetos transversais e a aproximação da escola com as instituições da Rede de Garantia de Direitos à criança a ao Adolescente. Esta tese demonstrou que os programas de prevenção de violência em ambiente escolar, desenvolvidos pela SEESP na última década, apresentam muitos aspectos semelhantes e, por vezes, repetitivos, o que imprime uma sensação de recomeço a cada novo projeto. This work consists in the analysis of public policies of prevention and/or minimization of violence in the school environment, in the last decade, in the state of São Paulo, and specially of the School Protection System, that is a recent program from the Education State Secretariat. This is a documental research, where official documents, laws which rule the projects and records of school evaluation were used for the analysis. It presents the actions of implementation of the School Protection System, which are: the Electronic System of Records from School Occurrences; the Manuals of Citizenship Promotion and School Conducts Norms and the creation of the function of School and Community Mediator Teacher. From the implemented actions, the approach is more detailed for the function of the Mediator Teacher in the School Protection System context. The Mediator Teacher began it’s function in the year of 2010 and develop actions in nearly fifty percent of the state network schools from São Paulo, having as priority attributions, the mediation among conflicts in the school environment, the development of transversal projects and the approach of the school with the institutions from the Assurance Network of Children and Teenagers Rights. This thesis has shown that violence prevention programs in the school environment, developed by the SEESP in the last decade, show very similar aspects and, sometimes, repeated, bringing a sensation of a new start in every new project. It has evidenced also, that the projects seek unpublished objectives that collide with the objectives that are proclaimed in the relevant legislation.
