Gestão das línguas no século XXI: para uma introdução à política linguística exterior

Abstract

The objective of this work is to stimulate a debate about the idea of a possible foreign language policy. It seeks to do so from an overview of the structural changes of recent decades - those affecting the economy, information and communication technologies, geopolitics and identities - in order to draw attention to the renewed importance and the role that the language management issues are assuming in this new context. Considering the foreign language policy a theoretical and practical essential tool for the management of language in a globalized world, the focus of the discussion rests on four main aspects: the origins of the notion of foreign language policy; the relationship with the foreign policy of the State; its effectiveness through the intervention on corpus, status and acquisition of the language; and the possibility of their formulation by agents other than the State

O objetivo deste trabalho é estimular o debate acerca da principiante noção de política linguística exterior. Procura fazê-lo a partir de um panorama das mudanças estruturais das últimas décadas - aquelas que afetam a economia, as tecnologias da informação e da comunicação, a geopolítica e as identidades - com o propósito de chamar a atenção para a renovada importância e para o protagonismo que as questões de gestão das línguas vêm assumindo neste novo contexto. Considerando a política linguística exterior um instrumento teórico-prático essencial para a gestão das línguas no mundo globalizado, o foco da discussão recai sobre quatro aspectos principais: as origens da noção de política linguística exterior; sua relação interconvergível com a política exterior do Estado; sua efetivação através da intervenção sobre corpus, status e aquisição da língua; e a possibilidade de sua apropriação e formulação por outros agentes que não os estatais
