O novo perfil do supervisor de ensino: um ideal a atingir

Abstract

O presente trabalho tem como objetivo compreender o novo perfil do supervisor de ensino proposto pelo concurso realizado no ano de 2003 pela Secretaria de Educação do Estado de São Paulo. O principal objetivo do concurso é implementar as diretrizes que fundamentam a política educacional brasileira em nível nacional e estadual, nos anos 90, a partir da lei de Diretrizes e Bases da Educação Nacional, nº 9394/1996, principalmente no que diz respeito à gestão escolar. Primeiramente, pretendemos analisar a função social do supervisor de ensino abordando a questão do ponto de vista histórico-social, desde a sua origem até o momento presente. Em seguida, analisamos dois aspectos relevantes em relação à supervisão de ensino: a) como ela é pensada ou proposta pela política educacional – um ideal a atingir; b) como ela existe na realidade – uma situação concreta a ser pesquisada. Em relação ao ideal a se atingir, a LDB nº 9394/1996 alterou a conceituação de supervisão educacional e houve a redescoberta da supervisão, que é apontada com instrumento necessário para a mudança nas escolas: uma outra dimensão da supervisão, que não a de cunho autoritário e sim da figura do supervisor como elemento mediador, intérprete da realidade escolar e de suas necessidades. The present work has as objective to understand the new profile of the supervisor of education considered for the competition carried through in the year of 2003 for the Secretariat of Education of the State of São Paulo. The main objective of the competition is to implement the lines of direction that base the Brazilian educational politics on national and state level, in years 90, from the law of Lines of direction and Bases of the National Education, nº 9394/1996, mainly in what it says respect to the pertaining to school management. First we intend to analyze the social function of the education supervisor approaching the question of the description-social point of view, since its origin until the present moment. After that, we analyze two excellent aspects in relation to the supervision of education: ) as it is thought or proposal for the educational politics - an ideal to reach; b) as it exists in the reality - a concrete situation to be searched. In relation to the ideal if to reach, the LDB nº 9394/1996 modified the conceptualization of educational supervision and had re-discovery of the supervision, that is pointed with necessary instrument with respect to the change in the schools: one another dimension of the supervision, that not it of authoritarian matrix and yes of the figure of the supervisor as mediating element, interpreter of the pertaining to school reality and its necessities.
