Serviço social e assistência social: cidadania e projeto ético-político

Abstract

O presente estudo analisa a Política Pública Municipal de Assistência Social através da construção de três categorias ou eixos temáticos: cidadania, política pública de assistência social e projeto ético-político, Dessa forma, buscou-se verificar como se encontra concebida a cidadania e como esta se articula ao Projeto Ético-Político e ao compromisso profissional do assistente social com a população usuária. O cenário da pesquisa contextualizou-se na cidade de Bauru, cuja Política Pública Municipal de Assistência Social encontra-se sob gestão municipal, articulando uma rede de organizações sociais da sociedade civil e os programas públicos municipais. Foram protagonistas sete assistentes sociais do quadro de profissionais da Secretaria do Bem-Estar Social do município de Bauru, escolhidos intencionalmente para representar cada programa municipal: Assistência Social à Família, Atenção à Criança e ao Adolescente, Atenção à Criança (00-06 anos), Inserção ao Mercado de Trabalho, Atenção aos Idosos, Idosos e Pessoas Portadoras de Deficiência e Acompanhamento de Cumprimento de Medidas Sócio-Educativas – Modalidade de Prestação de Serviços à Comunidade. A análise das categorias leva em consideração a relação teoria-prática, conduzindo aos seguintes resultados: no município de Bauru a PPMAS encontra-se em meio ao processo de consolidação, oferecendo as atenções previstas na LOAS, mas não para todos que delas necessitam. A cidadania apresenta-se como preocupação coletiva, mas não como passível de ser articulada integralmente junto à população usuária, que apesar de elegível, acaba excluída do acesso aos bens e serviços. The aim of this study is to analyse the County Public Politics of Social Attendance through the construction of three categories or thematic axes: citizenship, public politics of social attendance and ethical-political project. The scenery of the research was in the Bauru city, whose CPPSA is under the county administration, articulating a net of social organizations of the civil society and county public programs. The object of the research was defined as: The citizenship, mediated by the social worker, in the space of the CPPSA and its relationship with the professional ethical-political project”. The general aim of this work was defined trough the identification and analysis of the way how citizenship, foreseen social rights and professional ethicalpolitical project are articulated. The protagonists were seven social workers of the staff of the Social Welfare Department of Bauru city, chosen intentionally to represent each county program: Social Attendance to the Family, Attention to the Child and to the Adolescent, Attention to the Child, Insertion to the Labor Market, Attention to the Aged People, Aged People and Handicapped and Execution Management of Social- Educational Measures - Services to the Community. The analysis of the categories has driven to the following results: the CPPSA reveals the preoccupation of the subjects with the citizenship; however the conception and the drive of the professional actions do not materialize the construction and the awakening for the citizenship. In the Citizenship category, a collective preoccupation is verified on the part of the professionals, but it is not totally articulated with the population, prevailing the bourgeois conception of citizenship. Finally, the Ethical-Political Project is known by the subjects, however, it is not assumed by everybody, some of them assume it in the intention and in the action, others just assume it in the intention, with a speech separated of the action.
